Abstract

This paper presents a conceptual method of quantifying the effects of a change in environmental noise on public health and welfare and, as an example of the application of this method, a first approximation to quantifying the impact of motor vehicle noise regulations. Health and welfare are assumed to include personal comfort and well being as well as the absence of clinical systems.
