Abstract

The manual is designed to provide state highway traffic safety management personnel with a practical tool for managing their evaluation efforts and for conducting evaluations with aid from specialists and technicians. The objectives of the manual are: (1) to describe in non- technical terms the concepts, methods, and techniques of evaluation; and (2) to demonstrate, step by step, various procedures of conducting evaluations of highway traffic safety projects.
