Abstract

An evaluation methodology for emergency medical services (EMS) is discussed: the background; the method of testing and refining the methodology itself; how it was used in actual application; and the current status and plan for implementation of this assessment model by various states in the United States and countries in Western Europe. Evaluative EMS data collection is divided into phases; pre-survey data collection; field survey; and post- survey data collection.
