Abstract

Negligent operators were given points for every driving mistake. Drivers who became eligible for negligent operator individual hearings, and whose record did not suggest that their inclusion in the program would represent an unacceptable traffic risk, were randomly assigned to a group which received the standard hearing or a group which received the standard hearing or a group which received probation-by-mail.
