Evaluation of "Stadtinfo Cologne" : methodological and empirical approach for an overall economic assessment of traffic information services.

Abstract

STADTINFO COLOGNE offers a wide range of new telematic services and traffic measures for the optimization of the traffic situation of urban areas. However, the successful implementation of the various system components and their integration into a traffic concept depends on the reachable private and public benefits. Therefore, the profitability of each system components has to be proven. The traditional assessment tool for both is the cost-benefit analysis. The paper presents a genera] methodological framework, which allows using the cost-benefit analyses for all system components of STADTINFO COLOGNE. Nevertheless, the cost-benefit analysis is only one analysis-tool to check the profitability for the overall economy. The successful market introduction depends on various aspects. Therefore, it is necessary to carry out additional economic analyses (e.g. break-even-analyses, financial flow-analyses, quantification of employment effects) to find out economic effects of special interests. The methodological approach of these evaluations are shortly described. First empirical results will be presented for parking-information services. This information service was practically tested by the project "COLOGNE PARKINFO". (A*)
