Abstract

During the years 1991-94, pilot schemes of in-depth accident investigations have been carried out in Sweden. Before deciding on future implementation of such investigations, the Swedish National Road Administration wanted to evaluate these activities. The evaluation was carried out through a series of interviews with members of selected teams and the end users of the results, and through analyses of the achievements and costs and benefits of the complete activity. The analyses show that the total costs can be balanced by implementation of one single measure, like lowering speed limits through a crossing, and that several improvements relating to all stages of the activity, including the aggregation of data from several investigations, are possible.
