Abstract

The paper is concerned with the management of highways systems by means of physical, regulatory or financial techniques to limit the total vehicle mileage traveled while maintaining accessibility and economic activity. Such techniques may be used for various reasons. Funds to increase highway and parking capacities may be lacking for instance.
