Abstract

In late 1878 North Carolina adopted a local option liquorby the drink (LBD) statute whereby localities may hold re -ferenda to determine whether restaurants may serve liquorby the drink. Prior to that,time series and other analyti-cal techniques utilizng experimental (LBD) and control(non-LBD) counties are used to examine trends in both dri-ving under the influence arrests and alcohol related crash-es in late 1978 and 1979
