Expanding the use of non-price criteria for medium sized public sector construction projects.

Abstract

This paper describes a multi-criteria decision support system incorporating price and non-price factors established by the Queensland Department of Main Roads, Australia for the selection of the most appropriate contractor for road infrastructure projects. The system is devised for the use of medium sized contracts. It consists of generic and project specific non-price criteria suitable for most contracts, generic documentation for relevant criteria, procedures and guidelines to use the system and the availability of centrally located advisory personnel. The factors considered in selecting non-price criteria, preparation of tender documents and development of evaluation guidelines will be discussed along with the perceived and achieved benefits from this approach.
