Experiences of using toll road and possibility for public/private partnership with special respect to Eastern Europe and some Asian countries.

Abstract

The road network is an important national asset, which determines the country's competitiveness and enhances national welfare. Public/Private Partnership (PPP) has a critical role to play in assisting the countries of Eastern Europe and Asian countries to implement their toll road projects, but its contracts are drawn up with the aim of allocating many risks and regulations of each party's relationships for long duration. This paper demonstrates the specific features of the transition period and also analyses the positive and negative experiences using toll road and possibility for PPP in the focused regions. It suggests government policy direction to promote the toll road projects using the concept of PPP through the optimal risk mitigation measures.
