Many Dutch little towns and villages are situated along dikes. The environmental aspects of such ribbon developments are often dominated by the main road on top of the dike. The Public Works Department and the inhabitants of Hooge Zwaluwe have been co-operating in drafting a plan for the improvement of road safety and the enhance-ment of the environment along a dike road, Surveys and design were carried out without a budget an took about two years to complete. The article describes objectives, public particiapation, surveys and locations to be reconstructed
