Abstract

Since January 2004, a pilot project has started in the area of the Justice Court of Annecy, France. This project is an alternative program proposed on a voluntary base, with a first phase of 33 first offenders, achieved in October 2005, and a second phase running on for 200 drivers, controlled for driving under the influence of alcohol over the penal limit (0.4 mg/I in breath). The French penalties for driving under the influence of alcohol are: - 0.25 mg/l in breath or 0.50 g/l in blood, leading to a fine and a withdrawal of 6 pts of the driving licence - 0.4 mg/l in breath or 0.80 g/l in blood, leading to a fine, a withdrawal of 6 pts of the driving licence, and a suspension of their licence for a duration from 15 days to 3 years, depending of the alcohol level and of the circumstances. The drivers over the legal limit of 0.5 mg/l but under 0.8 mg/l were not included. The drivers had to accept to drive only a car equipped with an Interlock Ignition Device during six months. They also had to follow a two days training course with the Prevention Routiere. They paid the total cost of the program, and the prosecutions were cancelled if they succeeded in the program. In the first phase, the drivers had no suspension of licence and could drive after having equipped their vehicle. In the second phase, a suspension of licence of i days has been settled up to give more time in the management of the driver and of the car. The Project concerns first offenders with a blood alcohol concentration between 0.8 g/l and 1.6 g/l (between 0.4 mg/I and 0.8 mg/I in breath). The young or new drivers were excluded. The recidivists and the alcohol addicted people were also excluded. The drivers might not be involved in an accident with victims. The age limit of 65 years initially decided was finally suppressed after a few months. (Author/publisher) / Seit Januar 2004 wird im Gerichtsbezirk von Annecy in Frankreich ein alternatives Programm mit erstmals alkoholauffaelligen Fahrern auf freiwilliger Basis in zwei Phasen durchgefuehrt. In der ersten Phase beteiligten sich 33 Fahrer, in der zweiten 220. Die Fahrer verpflichteten sich, ein halbes Jahr lang nur ein mit Alcolock ausgestattetes Auto zu fahren. Sie hatten die Kosten zu tragen und bei erfolgreicher Absolvierung wurde ihnen die Strafe erlassen. Junge Fahrer und Fahranfaenger, Wiederholungstaeter und Alkoholsuechtige wurden ebenso ausgeschlossen wie Fahrer, die schon in einen Verkehrsunfall mit Verletzten involviert waren. In der zweiten Phase des Programms wurde den Fahrern fuer zwei Wochen der Fuehrerschein abgenommen, ehe sie mit dem Alcolock zu fahren beginnen durften. Eine weitere Voraussetzung war die Teilnahme an einem zweitaegigen Kurs. Am Programm beteiligten sich zwei Firmen, naemlich Alcolock (ACS) und Draeger. Die Evaluation zeigte, dass von den 33 Fahrern der ersten Programmphase im ersten Jahr nach Beendigung des Programms nur zwei Fahrer rueckfaellig wurden.
