Abstract

The Illinois Tollway operates 274 miles of interstate tollways in USA. Its congestion-relief programme is a US$5.3 billion plan to relieve congestion and reduce travel time. It is converting 20 mainline toll plazas to Open Road Tolling (ORT) for nonstop I-PASS travel. Nine designers were selected for the ORT project, to work in close cooperation with Tollway staff. Electronic Transaction Consultants Corporation (ETC) was awarded the Toll Revenue Management and Maintenance Program contract, giving it primary responsibility for the implementation of ORT technology and a new toll collection system. The new Illinois ORT system was based on ETC'S RITE redundant lane control solution, designed to provide continuous operation across multiple lanes. The Idris in-ground loop detection system was selected by the Tollway for the ORT. It is an automatic vehicle classifier with a proven track record. The Tollway's schedule was the project's driving force. Phase 1, the completion of nine ORT plazas, was completed in less than 8 months.
