Abstract

The Ministry of Transport and Public Works commissioned the Institute for Research on Public Expenditure to study the external costs of freight transport in the Netherlands. The results of this study are described here. After some relevant definitions, the external costs of traffic accidents, air pollution and noise pollution are presented for road, rail and waterways transport. Finally, the application of the results to both the determination of the level of taxes, and cost benefit analyses is described.
