Abstract

In response to major societal trends, rural transit operators should consider different ways to organize, design, and deliver public transit services. This article summarizes societal changes affecting rural areas and identifies five "new paradigms" in rural service organization and delivery operators to meet the needs created in many rural areas. The article concludes that many operators in a variety of rural settings could enhance their role and better meet the transportation challenge of a changing population by adopting different service paradigms.
