Abstract

Function loss refers to people who have disabilities of such a nature that they affect their ability to travel and, as a result of these disabilities (loss of function), they have to use special facilities or equipment when walking, driving, etc. A serious disability makes road use, if at all possible, highly vulnerable to error and makes people less capable and to a large extent dependent on help from others.
