Abstract

This group covers children who do not yet go to infant or primary school (compulsory education from age 5, but in practice most children attend infant school from the age of 4). As pedestrians they are unprotected in traffic. Pre-school children are mentally and physically immature. They are small and therefore easily overlooked. They can behave in unpredictable ways and it is difficult for them to stop a movement once it is set in motion. (Author/publisher)
