Abstract
All vehicles with special features which are not defined in the Traffic Rules and Signs Regulations (RVV) but are used on the public highway, irrespective of their appearance, use or legal status. The degree of vulnerability depends on the level of protection which the vehicle provides. A skater, autoped rider, etc. is very vulnerable (comparable with a cyclist), the electric scooter or four-wheeled moped (mini car) driver is less vulnerable; the different driving speed is the main factor with these vehicles.
