A collaborative study was undertaken by the Universities of Leeds, Oxfordand Westminster, University College London and TRL to produce an up-to-date guidance manual for public transport operators and planning authoritiesfor the evaluation of the demand for public transport. This paper examines the findings from the extensive review of evidence compiled for the resulting report 'The Demand for Public Transport: a Practical Guide' (Balcombe et al, 2004) and the issues emerging from it. Factors affecting the demand for public transport are considered: fare elasticities, quality of service (access time to boarding point and egress time from alighting point, service intervals, time spend on board the vehicle, waiting environment, effect of vehicle or rolling stock characteristics, public transport interchange, reliability, information provision), income and car ownership, and the behaviour of individual customers of public transport services.
