In den Ländern Europas ist zum Erwerb einer Fahrerlaubnis eine Ausbildung und Prüfung notwendig. Allerdings hat jedes Land sein eigenes Ausbildungs- und Prüfungssystem. Das Wissen darüber, welche Anforderungen in den einzelnen Ländern gelten, war bisher - wenn überhaupt - nur begrenzt vorhanden. Die BASt hat nunmehr anlässlich eines internationalen Workshops der OECD grundlegende Informationen über die Fahrausbildungssysteme für Pkw (Klasse B in der internationalen Einleitung) zusammengetragen. Die Informationen wurden per Fragebogen bei den für die Fahrausbildung zuständigen Ministerien oder Forschungsinstituten aller europäischen Länder abgefragt. Aus den folgenden 29 Ländern liegen Antworten vor: A/Österreich, B/Belgien, BY/Weissrussland, CH/Schweiz, MOL/Moldavien, CZ/Tschechische Republik, D/Deutschland, DK/Dänemark, E/Spanien, RUS/Russische Föderation, EW/Estland, F/Frankreich, GB/England, GR/Griechenland, NL/Niederlande, H/Ungarn, I/Italien, IRL/Irland, IS/Island, SF/Finnland, L/Luxemburg, LT/Litauen, LV/Lettland, N/Norwegen, SK/Slovakei, S/Schweden, P/Portugal, PL/Polen, RO/Rumänien. Der Bericht enthält Informationen zu 8 verschiedenen Themenkreisen: - Voraussetzungen zum Erwerb der Fahrerlaubnis und formaler Ablauf; - Erwerb des theoretischen Wissens; - Erwerb der praktischen Fahrfertigkeiten; - Laienausbildung; - Fahrerlaubnisprüfung; - Qualifikation der Fahrlehrer; - Kontrolle der Fahrschulen und des Fahrunterrichts; - Organisationsstruktur des Führerscheinwesens. Die Ergebnisse werden in Form von Tabellen dargestellt, so dass die Vielfalt der Antworten der Länder jeweils auf einen Blick erfasst werden kann, ausserdem wird jedes System eines Landes ausführlich beschrieben. However, each country has its own driver instruction and examination system. The knowledge about the requirements applying in the various countries, if any, has been fairly limited thus far. On the occasion of an international workshop organized by the OECD, the Federal Highway Research Institute (BASt) gathered information of fundamental importance about driver instruction systems for passenger cars (class B according to the international classification system). The information wasd collected by means of questionnaires distributed to the ministries or research institutes responsible for driver instruction in all European countries. Replies were obtained from the following 29 countries: Austria, Belgium, Belarus, Switzerland, Moldova, Czech Republic, Germany, Denmark, Spain, Russia, Estonia, France, Great Britain, Greece, The Netherlands, Hungary, Italy, Ireland, Island, Finland, Luxembourg, Lithuania, Latvia, Norway, Slovakia, Sweden, Portugal, and Romania. The report contains information on eight different subject: 1) requirements to be satisfied in order to obtain a driving licence and formal procedures; 2) theoretical instruction; 3) practical instruction; 4) instruction by laypersons; 5) driver examination; 6) qualification of driving instructors; 7) supervision of driving schools and driver instruction; and 8) organizational structure of the driving licence system. The results are presented in tabular form to facilitate getting the replies of the country of interest at a glance. In addition, there are detailed descriptions of each country's system.
