A fair deal for country drivers on council roads.

Abstract

Road responsibilities in Australia are shared by the three tiers of government. Council roads are funded mainly by ratepayers with assistance from state and Commonwealth subsidies. Government subsidies have declined sharply in recent years, thrusting an increased burden on municipal councils. Resulting changed funding patterns in a region of 23 municipalities are examined and a method developed for equitable cost sharing by the three tiers in relation to user payments and user benefits.
