The object of the paper was to discuss a method for rationalising the concepts involved in the evaluation of traffic control policies, to develop a graphical model to help with the formulation of the problem and to establish qualitative relationships. The steps in such a model are listed. It is pointed out that various weighting coefficients in the equations could be determined only by considering political objectives. The cost of a traffic control policy is a function of the information necessary to implement the policy.
Abstract
