The purpose of the project was to determine the feasibility of setting driver education program instructional objectives from existing accident data, and to make recommendations for appropriate NHTSA action to actually define such instructional objectives. It was found that, while a wealth of accident data exists that can be used to identify driver-oriented traffic safety problems, existing data are not adequate to the setting of comprehensive instructional objectives and priorities. A dataset that would suit these purposes would permit the identification of actions that drivers might have taken to prevent accidents, and would be nationally representative.
