Abstract

By the appropriate use of resources and the suitable utilization of opportunities, is indispensable make an adequate evaluation of the projects, according in integral and participate planning, with the adequate focus to each project. By means of the application of three strategic planning techniques, an ITS Technology Evaluation Model was worked out. The techniques are Cross Impact Analysis, Morphological Analysis and ELECTRE (Elimination and Choice Translation Algorithm). With the application of this Model, several technologies are analysed according to specific criteria; in a second stage several scenarios are considered and in the final stage, the alternatives are catalogued as viable, and structured in a hierarchical manner by their application. With this Model, a complete analysis considering various scenarios is obtained. For the covering abstract see ITRD E114174.
