Abstract

Transportation fee collection occurs in various scenarios: toll roads, transit agencies, parking facilities, and regional congestion pricing schemes. And agencies choosing to implement a fee collection system face numerous decisions regarding operations, business rules, and technology. Historically, fee collection systems were created to generate revenue to cover thecost to build, operate, and maintain a road, or network. In recent years,fee collection systems control the amount of traffic, or reduce congestion, on a roadway or network. This paper covers what the operator must consider when exploring electronic fee collection implementation, including costs, benefits to customers, and regional impacts.
