Abstract

The purpose of the Stockholm Toll Collection System (STC System) was to generate enough income by means of toll collection for financing of all infrastructure improvements to the Stockholm Ring Road and the Outer By-pass Route and to decrease traffic in the inner city of Stockholm. To that end, the toll stations of the STC System form a cordon around the Stockholm Ring Road in order to charge in-bound traffic that enters either the inner city or the ring road. After the decision by the Swedish parliament in the spring of 1997 not to implement the STC System, an investigation was started to study concepts for the charging of environmental fees from road traffic in urban areas. The objectives of these environmental fees are to reduce congestion and to reduce the negative environmental effects of the road traffic, such as emissions and traffic accidents.
