Abstract
This contribution outlines the "history" of the Delft cycle plan, its backgrounds and the choosen approach of the development of the plan.Characteristics and pattern of relations of the cyclist are being analysed.A network-structure on city-, district- and subdistrict level is presented.The filling in of this desired structure is based upon the policies to promote the use of the bicycle, to diminish the unsafety of cyclists, and to stimulate the appreciation of the network by the users.
