Abstract

Queue indicators are measures to present the quality of traffic operation. Demands are made on a queue indicator concerning the possibilities of this measure. On the basis of testing of the possible queue indicators to the demands and studying the application possibilities of the different indicators, it is determined which indicators are useful for Rijkswaterstaat of the Directie Utrecht. The results show that the combination of the following indicators is the most useful and appropriate one to present the quality of traffic operation: journey time, average speed and vehicle loss hours. These indicators can be well applied to presenting traffic operation in general, the bottlenecks and the delays for the current situation and for the future. The indicators are also useful for conducting evaluations, presenting social consequences of queues, and for the communication to road users.
