Abstract

This paper examines the approach that the user should finance urban roads in developing countries. Practical examples include a fuel tax based road fund model in Namibia or a vehicle tax basis in Kyrgyzia. The worldwide taxation of transport on these bases is considered. Elements of road financing laws for urban road development are summarised. For the covering abstract see ITRD E124693.
