Financing the urban transport system by road user charging.

Abstract

Use of road user charging has a long history related to one link, bridge or tunnel. In Norway this financial form has been further developed through urban tolling schemes since the late eighties. One of these schemes was introduced in the city of Trondheim in 1991 financing urban road construction. In this paper we present the financial scheme which is called the Trondheim Package, and some results from user surveys on public acceptance on the scheme. The paper is mainly based on Deliverables 4.2, 4.3 and 6.1 in the PRoGRESS project (A). For the covering abstract of the conference see ITRD E212343.
