Abstract
In the next period of time a great amount of money will be invested in the Dutch infrastructure. Extra attention will be paid to durability. The considerable lifetime of infrastructure influences the usage value. Especially the next developments are very influential: (1) transportation patterns; (2) technological developments; and (3) mobility policy. That's why flexible usage of infrastructure is so essential. There are the following levels of flexibility: (a) reservations in planning; (b) road surface; and (c) usage policy. (A)
