Abstract

Recent developments of an apparent need to evaluate the results of government action is a complex phenomenon which is decided to study using a functional analysis.Evaluation is a process which has to be situated in a methodical manner in its socio- technical and institutional context. The object of the evaluation, the time taken, the methods and criteria applied and the agents and users involved in the evaluation constitute the inputs for an analytical grid aimed at shedding light on the various functions that make up evaluative judgements of road safety measures.
