The formulation of a realistic parking policy.

Abstract

This paper describes the steps taken to draw up a report on future parking policy in an area of about ten square miles in the center of London, which includes five square miles, or about three-fifths of the central business area. The purpose of the policy report was to focus attention on the current parking problems in Westminster, to forecast the probable growth of the problems, and to suggest policies which could be confidently recommended to the City Council for the control of parking on the streets and for the provisions of off-street parking facilities.
