Abstract

The FORWARD project is a policy analysis study examining possible ways to mitigate the negative impacts of increasing freight transportation on the Dutch highways, while also attempting to retain the positive economic benefits of efficient and reliable transport of goods. To assess the impacts of the possible changes in the transportation system a microcomputer based policy analysis model has been developed. The user can directly interact with the model to gain insights into the effects related to air pollution, noise pollution, safety, congestion, cost and the national economy.
