This report describes the results of a major transportation research study that was performed for the Netherlands Ministry of Transport, Public Works, and Water Management by the European-American Center for Policy Analysis (EAC), which is part of RAND. The study examined the benefits and costs of a broad range of strategies for mitigating the negative impacts of the expected growth in road freight transport while retaining the economic benefits.
