Abstract

The Freight Options for Road, Water, and Rail for the Dutch (FORWARD) project is a policy analysis study that was carried out by the European-American Center for Policy Analysis, which is part of the RAND Corporation, in cooperation with the School of Systems Engineering, Policy Analysis and Management of Delft University of Technology, on behalf of the Ministry of Transport, Public Works and Water Management. This study examined possible ways to mitigate the negative impacts of the projected increase in freight transportation on the Netherlands' highways, while attempting to retain the economic benefits from the efficient and reliable transport of goods. The study gives insight into the impacts of a large number of tactics.
