Abstract

Short-comings of present planning and budgeting practices are examined, and a pattern of positive planning and budgeting that correlates space-use planning with that of time-use and resource-use is proposed. 40 steps that municipalities could follow in applying the systematic process of priority programming and budgeting are enumerated. Discussions are added.
