In the Dutch `Working together for accessibility' policy note a corridor approach to solving the congestion problems has been chosen. The purpose is to prevent that the solution of one bottleneck will be accompanied by the occurrence of another bottleneck. For the benefit of a good balancing of the interests of the different road users, choices have to be made by attuning the function and use of corridors to each other. This can be done by using strategic scenarios. In this paper the following scenarios are distinguished: (1) `intercity corridor' with priority to international traffic and to traffic between regions; (2) `freight corridor' with priority to the accessibility to the mainports and to all other areas with industrial activities; (3) `business corridor' directed at a reliable and congestion-free flow of business travel; and (4) a scenario aimed at a smooth and efficient flow of all traffic. The four scenarios differ in the degree to which `hinterland connections' (motorways) are accessible to local and regional traffic. Good experiences have been gained with using these scenarios.
