In order to get safe and efficient traffic management, a functional classification of so-called low-traffic roads (LTRs) in a region is made. For this purpose, a classification of LTRs in three categories, based upon their function and characteristics, is developed in The Netherlands. In rural development projects two additional categories of paved minor roads are applied. In 1992 the concept of "Durable safe road traffic" (DS) is introduced. The road classification within DS consists of only three categories of roads. Each category has a specific and standardized lay-out. Realization of this principle leads to only one type of LTR. This type has a modest pavement width and a low speed. For the moment this classification does not seem very realistic. To increase traffic safety other solutions need to be elaborated. In practice, the desired use of the road (in the sense of access and traffic function) does not always agree with the actual use of the road. In that case a downgrading of the road may be a solution. In this manner a reduction of traffic volumes (for example by closing a road for through traffic) and/or an adaptation of traffic characteristics (such as speeds, for example by legal regulations) is pursued.
