Abstract
How can a consensus about a new functional classification system of roads in the Netherlands be achieved, if on the one hand the required road classification is taken into account from a sustainably-safe traffic behaviour point of view, while the reality of the current road classifications and the existing diversity in behaviour must be faced? This report gives an initial impetus for the functional requirements that can be formulated in road categorising.
