Abstract

This report contains the functional specifications of the 'APPLICATOR'. This tool is a part of the New Regional Model (NRM), and can be used to evaluate transportation policy measures at a regional scale. In the 'APPLICATOR' four main activities can be distinguished: (1) Import/export. This allows the exchange of information between the 'APPLICATOR' and other NRM modules; (2) Build scenario, which enables the user to specify his or her policy measures; (3) Make calculations. In the 'APPLICATOR' two main submodules can be distinguished: a) the Matrix manipulator. This calculates changes in the number of trips between origins and destinations; and b) the Inframodule for calculating changes in the levels of service. A strong interaction exists between the Matrix manipulator and the Inframodule; and (4) Presentation. This part enables the user to evaluate his or her policy. The 'APPLICATOR' will be developed, as much as possible, according to the following basic principles: (I) It will be developed as a marginal model to calculate relative changes, given the basic year or forecast year situation; (II) The numerical procedures will be based on the 'Growth Model' (also a NRM module) to achieve the same sensitivity; and (III) the latest TRIPS version will be used for the Inframodule.
