Abstract

General price inflation and higher energy costs are primary reasons why increased funding is needed for all transportation programs in the United States. The methods of funding transportation programs are undergoing serious review. Taxes on motor fuels are the principal source of revenue for the federal and state highway funds. With highway consumption of gasoline declining, these governments are faced with the necessity of either increasing motor fuel tax rates very substantially or finding other sources of fun-ding.
