Abstract

Social developments must be understood in relation to economic constraints and opportunities which are in turn dependent upon resources and their technologically-based exploitation. The likelihood is that energy costs will not fundamentally affect lifestyles during the next two decades. The general tendency for outward movement of people and jobs will continue, but will increasingly focus on small or medium-sized towns in rural areas which correspond to the social preferences of many people.
