Abstract

Use of information when investing in infrastructure; Literature study and research design (Inter)national literature shows that government bodies do not always use scientific knowledge in the decision making process (Weiss, 1977; In 't Veld, 2000). This also applies to road safety research (Elvik, 2003; Wegman, 2001). Using information in decision making processes about road safety stands central in this report. We therefore chose to focus on decision making processes in the maintainence of provincial 80 km/hour roads that are classified as distributor roads (DR), because relatively many crashes occur on such roads and road safety measures can have a large effect there. Three research questions stand central: – How are road safety considerations involved in the decision making process about the infrastructure maintenance, besides goals concerning traffic flow and accessibility, spatial planning, and environment? – Why are decision making aids such as cost-benefit analyses sometimes used and sometimes not in this decision making, and what influence do these aids have? – Is there a difference between bodies and disciplines in their use of information and cost-benefit analyses?
