Abstract

The aim of the methods that are mostly used for the optimalization of fixed time traffic control schemes, is to minimize the total delay. It appears that for such schemes the average delays for the traffic flows show substantial differences. These differences are examined and a method is developed for designing control schemes with equal average delays for all traffic flows.
