Abstract

: In 1999 Nassau and Suffolk Counties, New York initiated vehicle forfeiture programs for DWI arrestees. All offenders, including first offenders are subject to forfeiture in Nassau County while second and subsequent offenders in Suffolk County may lose their vehicles. Each county has approximately 1.5 million residents and thousands of DUI arrests per year. This offered a unique opportunity to study the process of implementation of large scale programs and the deterrent effects of programs targeting both first and multiple offenders.
