Abstract

This article describes the planning and development of integrated congestion and traffic management issues in the US. The Alameda County Congestion Management Agency brings together institutions and technology, consensus building and special interests, freeways and arterial roads, outsourcing and capitalisation, long-term planning and day-to-day operations, information and data. The SMART Corridors programme is a coalition of twenty-five parties who share an interest in the I-80 and I-880 corridors. Use of intelligent transport systems (ITS) reduces costs and maximises value. The approach centres on building consensus between all parties. The ITS-styled projects make use of existing infrastructure, especially wired and wireless resources, including the Internet which is being used as a virtual private network. Speedy and efficient incident response and management improves traffic flow, and information on congestion is made publicly available on the Internet. For the covering abstract see ITRD E118381.
