Abstract

The Millennium Plan Traffic Management Scheme promotes public transport priority to create a better and safer environment for pedestrians and cyclists, while maintaining essential vehicular access. The strategy is intrinsically linked to the Council's Public Realm Strategy, which deals with environmental improvements, and Route Action Plans, which deal with public transport priority measures on the main city radial routes. The traffic management proposals include bus/taxi gates and lanes, cycle lanes and enhanced pedestrian crossings and footway surface. These traffic management measures will be complemented by extending the controlled parking zone and further development of UTMC systems including a dynamic parking guidance scheme all of which will reduce pollution, congestion and improve road safety. To aid in the final traffic management development, and its phased implementation, a SATURN model of the City Centre has been produced and TRANSYT networks have been developed. The original set of targets are being re-assessed and continuous monitoring of progress towards meeting them will be undertaken. The final paper details the background, development and status of the Millennium Plan and demonstrates that the proposals, as well as meeting the Council's transportation objectives, tie in with the objectives of the Government's White Paper on Transport. The Millennium Plan proposals are currently part of a bid for finance from the new Public Transport Fund. The initial phase of the strategy is due to be implemented within the next few months and this public feedback and results from 'after' monitoring will be available for the conference.
