Abstract

GOET is an integrated design and evaluation tool for land use and transport planning. This tool offers support in the design of combined strategies for spatial developments and traffic and transport policies. The tool is being designed by TNO Inro, and consists of a computer tool and an approach to design processes. This report covers the work in 1999. An insight was gained into the basic GOET principles based on a number of design sessions. GOET offers the possibility of simultaneously designing and evaluating both spatial elements and transport networks in a Geographic Information System (GIS) environment. For every design step, evaluation criteria will be available in the areas of, for instance, mobility, land use and environment. The system is designed in such a way that it can be applied to various scale levels. In GOET, the `scale level' term is worked out for land use and transport elements in a coherent way. When developing the system, the spatial design process itself is the starting point. Characteristic for the spatial design process is the strongly iterative character, the jumping to and from design and evaluation, between space and transport, and between different detail levels. In GOET, three detail levels were defined: structure sketch, global design and detailed design. Based on the defined scale and detail level, legend units for land use and transport were developed. A first set-up has been made for the evaluation criteria to be used. Starting point is that criteria that count on a certain detail level, can also be used on more detailed levels.
