Abstract

This publication is a joint effort between the American Association of Motor Vehicle Administrators (AAMVA) Driver License and Driver Control Committee and the National Highway Traffic Safety Administration (NHTSA). Together, an improved graduated driver licensing system to assist states in licensing novice drivers and motorcycle operators has been developed. The program was developed specifically for the AAMVA Guidelines for Motor Vehicle Administrators series, and designed to improve novice drivers and motorcycle operators entry into the traffic system.
